Expert Perspectives on Effective Leadership in Rural Schools

In an effort to help address the educational needs of rural schools, ICF is hosting an online roundtable of experts on school leadership that will discuss practice and policy issues specific to rural schools. Please join the following experts:

  • Teresa Duncan of ICF International will serve as host and session chair.
  • Jerry Johnson of Ohio University will provide an overview of leadership needs of rural schools.
  • Bonnie Fusarelli of North Carolina State will describe her vision and plans for the Northeast Leadership Academy (NELA), and the strategies that NELA uses to train administrators of rural schools.
  • Tricia Browne-Ferrigno of the University of Kentucky will describe her vision and plans for the Principals Excellence Program (PEP), the strategies that PEP used to train administrators of rural schools, and lessons learned from working closely with Pike County and Johnson County schools (e.g., the challenges and opportunities faced by rural schools).

  • Teresa Duncan

    Dr. Teresa Duncan

    Dr. Teresa Duncan specializes in evaluation of educational interventions and programs. Her expertise is in experimental and quasi-experimental methodologies, survey development, and applied educational and psychological measurement. Her most recent evaluation work focuses on interventions involving adolescent literacy, beginning reading, and professional development for math and special education teachers. She has served as Deputy Director for the What Works Clearinghouse.

  • Jerry Johnson

    Dr. Jerry Johnson

    Assistant Professor, Educational StudiesOhio University

    Dr. Johnson is the Coordinator of the Educational Administration Program and a Co-Director of the Institute for Democracy in Education. He is also the Co-coordinator for the Doctoral Program (Ed.D.) in Educational Administration and a Principal Consultant for the Rural School and Community Trust. His research focuses on rural education, place-conscious and community-based pedagogies, and democratic leadership.

  • Bonnie Fusarelli

    Dr. Bonnie Fusarelli

    Associate Professor, Educational Leadership & Policy StudiesNorth Carolina State University

    Dr. Bonnie Fusarelli is an Associate Professor in the Department of Leadership, Policy and Adult and Higher Education (LPAHE). Dr. Fusarelli’s research focuses on educational leadership and policy, the politics of school improvement, educational equity, and organizational change, with a particular focus on state-level education reform. Her research examines school leadership on three levels: the building level, (school principals and effective models of leadership preparation); the district level, (superintendents and the preparation of superintendents in both traditional and non-traditional ways); and the state level. Dr. Fusarelli is the Director of NC State's Northeast Leadership Academy (NELA), a Reform Support Network funded initiative to prepare innovative school leaders for rural schools.

  • Tricia Browne Ferrigno

    Dr. Tricia Browne-Ferrigno

    Associate Professor/Educational Leadership StudiesUniversity of Kentucky

    Dr. Browne-Ferrigno’s current research focuses on pre-service and continuing leadership preparation, educational reform and school improvement, faculty mentoring in higher education, and the education doctorate. She has also investigated teacher quality, gifted underachievement, and mathematics education issues. She is Director of the Principals Excellence Program (PEP).
