Conducting HOME Oversight, Part 1

ICF International's Kevin Roddy and Shawna LaRue presented an interactive training and facilitation session at the National Council for State Housing Agencies (NCSHA)'s Housing Finance Agency (HFA) Institute on January 8, 2012. In light of national attention brought to the HOME Investment Partnerships Act program, ICF trainers focused on how to ensure that state housing finance staff—working for HOME participating jurisdictions (PJ)—have the appropriate tools necessary to conduct internal and external monitoring of its HOME-funded activities.

In this extremely interactive session, ICF trainers also walked through how to monitor the state PJ HOME activities administered by its state recipients or other partners such as community housing development organizations (CHDO), including homeowner rehabilitation and homebuyer, rental, and tenant-based rental assistance programs. Various states provided verbal information on their monitoring tools and techniques, ensuring cross training among state housing finance staff.

The session helped to outline subrecipient/state recipient and CHDO monitoring plans for state housing finance staff. In addition, ICF facilitated a discussion on common problems, practical actions for addressing them, and documenting actions taken.

    Shawna LaRue has more than 14 years of professional experience in housing and community development programs, including the HOME Investment Partnerships Program, Neighborhood Stabilization Program (NSP), Community Development Block Grant (CDBG), Continuum of Care programs, and Low Income Housing Tax Credits (LIHTC). She has program-planning expertise in the development of the Consolidated Plan, Action Plan, CAPER, and Continuum of Care. Ms. LaRue has worked with a number of state clients, including a three-year contract with Nebraska monitoring its HOME-funded homebuyer and homeowner rehabilitation assistance programs. She has also worked with HOME contracts in Ohio, Arkansas, Alaska, and California, and, under the CDBG program, she worked with South Carolina and Kentucky on their program implementation manuals. Ms. LaRue is currently a manager on Community Development and Technical Assistance (CDTA) contracts for nationally funded HOME and CDBG technical assistance activities. Ms. LaRue also provides technical assistance and training to HOME participating jurisdictions (PJ) across the country on program regulations, administration, and monitoring.

    Kevin Roddy has more than 20 years of professional experience in planning, real estate, and housing and community development programs. Mr. Roddy worked in the public sector for 18 years as a community development grants administrator for a large urban county. He has hands-on expertise in planning, development, implementation, and evaluation of housing and community development activities at the local level, including interaction with and presentation before community residents, elected officials, and state and federal agency personnel.

    Mr. Roddy currently manages large, multitask technical assistance projects for the U.S. Department of Housing and Urban Development (HUD). He also provides direct technical assistance to states, cities, and urban counties on the HOME program, Neighborhood Stabilization Program (NSP), and Community Development Block Grant (CDBG) program—planning processes, program design, and grants administration. Currently certified in HOME program regulations, rental housing compliance, and administration, he also specializes in the implementation and program integration for the requirements under the Lead Safe Housing Rule, the Uniform Relocation Act, and Davis-Bacon Prevailing Wages. In addition, Mr. Roddy designs and delivers a number of training courses across the country on HUD's housing and community development programs and planning techniques, including neighborhood revitalization, consolidated planning, and construction and financial management.
