Universal Service Fund and Intercarrier Compensation Reform

ICF’s Michael Spead discussed the U.S. Federal Communications Commission (FCC) framework to modernize Universal Service Fund (USF) and Intercarrier Compensation (ICC) regulations to support next generation broadband deployment and adoption. This reform, provided by the FCC on October 27, 2011, drastically transforms ICC rate structures and redirects the billions of dollars in annual USF support.

In this webinar, Mr. Spead analyzed the impact of the FCC's order as well as the risks and opportunities it presents for regulators and providers. The broadband landscape is changing, and this webinar provided critical information for state regulators and service and equipment providers to understand the new rules.
