FERC Order No. 1000

As regulations and the U.S. electric infrastructure evolves, ICF helps utilities, independent transmission companies, and other industry stakeholders understand the financial and logistical implications of these changes in their assets. The Federal Energy Regulatory Commission (FERC) issued Order No. 1000 (Final Rule) on July 21, 2011 to reform FERC's electric transmission planning and cost allocation requirements for public utility transmission providers. The Final Rule builds on Order No. 890 and includes three reforms:

  • Transmission Planning
  • Cost Allocation
  • Nonincumbent Developer

The rule requires the following compliance filings from the effective date of August 11, 2011, when it was published in the Federal Register:

  • 12 months (October 11, 2012) – Regional transmission planning processes and a method(s) for regional cost allocation

  • 18 months (April 11, 2013) – Interregional transmission coordination procedure(s) and a method(s) for interregional cost allocation

ICF's compliance support services include but are not limited to, strategic planning, compliance filing, transmission planning, procedure and process development, cost/benefit analysis, and stakeholder participation and facilitation.
