ICF International Announces Dr. Deborah Burgess as Senior Vice President
Appointment Continues ICF Expanded Commitment to Service Members, Veterans, and Their Families

ICF International (NASDAQ:ICFI), a leading provider of consulting services and technology solutions to government and commercial clients, has named retired Air Force Col. Deborah N. Burgess, a physician and fellow of the American College of Physicians, to the position of senior vice president responsible for ICF’s work related to the use of technology in health care with special emphasis on the U.S. Department of Defense (DoD).
The hiring of Dr. Burgess, who has more than 30 years of experience in the military medical community, indicates a continued expansion of thought leadership in strategic growth areas for ICF. Dr. Burgess brings considerable leadership experience in the military medical community, specifically in the areas of battlefield trauma, disaster medicine, advanced medical simulation, medical technology development, and health care learning transfer. She will lead ICF’s development of medical education, training, modeling, and simulation in support of ICF’s Service Member, Veteran, and Family strategic growth area, that aims to strengthen DoD, Department of Veterans Affairs, and other agencies in order to create a strong continuum of care and support for military personnel and families before, during, and after active duty.

Dr. Burgess designed, implemented, and led the Air Force Medical Modeling and Simulation Training (AFMMAST) program providing strategic guidance and advice to the Air Force surgeon general on medical simulation, technology development, procurement, acquisition, implementation, and growth. Built from the ground up in less than three years, the AFMMAST program includes more than $65 million in research support and assets operating in 80 locations worldwide and was designated the DoD Center of Excellence for Medical Modeling and Simulation. As chairman and founder of the DoD Medical Modeling and Simulation Training Consortium, Dr. Burgess spearheaded development of joint military training requirements, policy, curriculum, research, and joint technology development.
Dr. Burgess deployed to Balad, Iraq, in 2007 as chief of the medical staff, 332nd Expeditionary Medical Group. Most recently, she concurrently held the positions of director, Air Force Modeling and Simulation Program and chief of the Medical Modernization Division for Headquarters Air Education and Training Command at Randolph Air Force Base, Texas, as well as staff nephrologist and acupuncturist at Wilford Hall Medical Center at Lackland Air Force Base, Texas.
Dr. Burgess holds a bachelor’s degree from Tufts University, a medical degree from the Uniformed Services University of the Health Sciences, and a nephrology fellowship degree from Stanford University Medical Center. She is dual board certified in internal medicine and nephrology. She is a graduate of the Federal Health Care Executive Course, Interagency Institute, George Washington University, and a graduate faculty scholar in modeling and simulation for the University of Central Florida. She holds multiple medical licenses and memberships in several professional and scientific societies.
