ICF International Announces Dr. Lynda Davis as Senior Vice President
Appointment Strengthens ICF Commitment to Service Members, Veterans, and Their Families

Davis, former deputy undersecretary of defense for military community and family policy and former deputy assistant secretary of the Navy for manpower and personnel policy, to the position of senior vice president for defense and intelligence and to head ICF’s company-wide service member, veteran, and family initiative.
Hiring Dr. Davis strengthens a continued expansion of thought leadership in strategic growth areas for ICF. Dr. Davis, who has achieved far-reaching senior-level service in the military, veteran and civilian health, and social services arenas during a long and distinguished career, will lead ICF’s work that supports U.S. Departments of Defense (DoD), Veterans Affairs (VA), and other agencies in order to create a strong continuum of support for military personnel and families before, during, and after their service. Dr. Davis brings to the table extensive personal experience and relationships as well as deep credibility and standing within these communities. Her experience complements that of ICF’s nearly 700 health and mental health professionals.

Prior to joining ICF, Dr. Davis was the founder and CEO of SeeCareDo Institute, where she applied her leadership of the DoD’s Wounded, Ill, and Injured Care Management Reform effort to the development of significant, successful, and sustainable “high-touch/hi-tech” public/private partnerships that help deliver access to quality services and resources for wounded warriors, veterans, their families, caregivers, and care providers. She also has broad state and local government and private-sector experience in the initiation and implementation of programs in the areas of education and training, homeland defense/security, and criminal justice.
A former signal officer in the Army National Guard and the Army Reserve, Dr. Davis holds a Ph.D. and a master’s degree in public administration from the University of Southern California’s School of Public Administration, a master’s degree in community clinical psychology from California State University Northridge, and a bachelor’s degree in developmental psychology from the University of Santa Barbara. A frequent speaker and an extensively published researcher and author, she has received numerous commendations for her professional contributions at DoD and for her voluntary service to boards and organizations such as the Veterans Administration Committee on Rehabilitation, the Virginia Wounded Warrior Program, Tragedy Assistance Program for Survivors (TAPS), and the USO.
